2019
Jim Woodcock
Jim Woodcock is the 2019 Outstanding Local Leader. Jim has led a life filled with love, philanthropy and many successes. As proud Midlanders, Jim and Claire Woodcock have made the Permian Basin their home for over forty years. Jim purchased Hy-Bon Engineering in 1979. The company was an early adaptor of the environmental side of the oil and gas industry. Jim also finds time to provide philanthropic insight and giving to his community. He serves on many community boards, including UT Permian Basin’s Development Board and College of Business Advisory Council. He is also the founder of the world’s cutting-edge, premiere water conference, the Permian Basin Water In Energy Conference.
Chief Justice Kem Frost
The 2019 Outstanding Texas Leader is Chief Justice Kem Thompson Frost. Appointed to Texas’s Fourteenth Court of Appeals in 1999 by then-Governor George W. Bush and elevated to Chief Justice in 2013 by then-Governor Rick Perry, Kem Frost just marked two decades in the Texas judiciary. Before taking the bench, she enjoyed a fifteen-year civil trial and appellate practice with two large, Texas-based law firms. Kem Frost has received many honors and awards for her leadership and service on the bench and in the community, including a State Bar of Texas Presidential Commendation for “individual leadership in improving justice in Texas.”
Vivienne Dragun
Earning the 2019 Shepperd Trailblazer award is Trinity High School senior Vivienne Dragun. Dragun has a heart for serving her community. She is a thirteen-year member of the Girl Scouts of the Desert Southwest. Last year Dragun organized a Children’s Safety and Wellness Fair that brought together multiple agencies in an outreach effort to families of young children. Bike helmets, car safety seats, first aid kits, and books were given away by the Midland Police Department, Midland Fire Department, and the Midland County Public Library. Through scouts, school, and church she has been taught to set a good example and to help others.
Dr. Jason Terrell
Dr. Jason Terrell is the 2019 Shepperd Pathfinder for his work in the fight against cancer. Dr. Terrell is the Chief Executive Officer of Austin-based Volition America and the Chief Medical Officer of the international parent company VolitionRx. Volition’s development of low-cost, easy-to-use, routine blood tests for cancer testing expects to save countless lives by improving cancer screening compliance and early detection. Dr. Terrell is the Non-Executive Chairman for Kiromic Biopharma in Houston. Kiromic is currently conducting five clinical trials and is developing the world’s first synthetic off-the-shelf immunotherapy pill to reprogram the patient’s immune system to defeat cancer. Dr. Terrell is a faculty member at the University of Texas at Austin Dell Medical School Department of Oncology where he serves as an industry and clinical expert for the Texas Health Catalyst Program supporting researchers, innovators, and entrepreneurs to accelerate the translation of ideas and innovations to health products

Senator Kel Selige
Kel Seliger was first elected to the Texas Senate in 2004. Senate District 31 spans 37 counties from the Panhandle to the Permian Basin and includes Amarillo, Midland, Odessa and Big Spring. Senator Seliger currently serves as Chairman of the Senate Higher Education Committee and is a member of the Senate Education Committee, Senate Finance Committee, Senate Committee on Natural Resources and Economic Development, Senate Committee on Business and Commerce, and the Select Committee on Government Facilities. Senator Seliger has been recognized by many groups for his conservative principles as well as his dedication to small government and local control. He has been named a Fighter for Free Enterprise by the Texas Association of Business four times for his steadfast support of policies that encourage and promote a healthy business climate in Texas.
Mr. Guillermo Treviño
Guillermo (Memo) Trevino is president of Southern Distributing, a multi-brand beer and soft drink distributor. He currently serves on the Board of Directors of BBVA Compass USA, the Board of Trustees of Rice University, and the Board of the Texas Department of Motor Vehicles. He is also member of the Governing Board of the Holdsworth Foundation. He has served as a Director of the San Antonio Branch of the Dallas Federal Reserve and as a member of the Boards of Directors of the International Bank of Commerce and International Bancshares Corporation. He has also served as President of the Laredo Boy’s and Girl’s Clubs, the Laredo Chamber of Commerce, the Laredo Development Foundation, the Washington’s Birthday Celebration Association, and as Jefe de los Caballeros de la Republica del Rio Grande.
Avery Bullock
Avery Bullock is a junior at Weatherford High School and is currently ranked number 1 in her class. Avery is active on her school’s University Interscholastic League (UIL) academic teams, Junior Class Secretary, a Lieutenant on the award winning Blue Belle Drill Team, a member of Student Council, a statistician for the varsity baseball team, and serves on the Superintendent Student Advisory Council. When she is not working at a local clothing boutique or at school, Avery finds time to volunteer for many organizations throughout the year, some of which include The Salvation Army, Relay for Life, and the Brazos River Regional Day School Program for the Deaf.
Clayton Lane
Clayton Lane was born and raised in his hometown of Wichita Falls, TX. He started his college career at Midwestern State University and graduated from the University of North Texas with a degree in Anthropology and a minor in Archaeology. He is currently a Project Manager at James Lane Air Conditioning and Plumbing, a family owned mechanical contractor. While at James Lane, he has helped implement multiple green initiatives including; solar, rainwater harvesting, and recycling. In 2016, he attained his HVAC license and highest level of fire sprinkler inspection certification. In the community, he has served as chair of the 47miles project raising funds for the American Red Cross and President of Downtown Wichita Falls Development. Clayton also serves as a Maverick of Wichita Falls, a non-profit that cooks free ribs for organizations and promotes the city of Wichita Falls, TX. In 2012, he was named Top 20 under 40 leaders in the community, and in 2013 he received the Spirit of Texoma award.

Ms. Marilyn Gambrell
Marilyn K. Gambrell is a graduate of Sam Houston State University, Huntsville, TX. She received her Bachelor of Science Degree in Criminology and Corrections and is a Certified Anger Resolution Therapist. She was a State Parole Officer for approximately ten years for the Texas Board of Pardons and Paroles and an administrator of two correctional facilities for the Texas Department of Criminal Justice. She has received both national and international media coverage for her work. A Lifetime Movie Original: “Fighting the Odds – The Marilyn Gambrell Story” was released in August, 2005. She was named the Sam Houston State University Alumnus of the Year for the College of Criminal Justice in 2008. She has received numerous awards and was the recipient of the McGovern Award from the University of Texas, School of Public Health in 2014. Ms. Gambrell and students make presentations around the country raising awareness regarding addressing the needs and issues of children experiencing the trauma of parental incarceration.
R.E. Spradlin III
R.E. Spradlin III is in the forefront of insuring growth, economic prosperity and quality of life for the citizens of Kilgore and East Texas. His public service, philanthropy, business experience, integrity, work ethic, volunteerism and respected leadership exemplify the qualities conjured by the term “Outstanding Local Leader.” He champions all segments of his community, region and state. R. E. “Ronnie” Spradlin’s leadership spans a spectrum of cultural, educational, professional, political and philanthropic endeavors throughout Kilgore and East Texas. For decades he has worked tirelessly to improve life for his family, friends, neighbors, fellow businessmen, community members, youngsters and the less fortunate. Ronnie’s leadership brings individuals of diverse environments together to create synergy that enhances everyone’s quality of life.
The Honorable J. Ross Lacy
J.Ross Lacy was born and raised in Midland and is a graduate of Lee High School. He received his BBA in Finance from the University of Texas of the Permian Basin, graduating Summa Cum Laude. He is a 4th generation oilman with experience is every aspect of the oil and gas industry. He is the Sales Manager for Titan Production Equipment, LLC servicing the Permian Basin. In the past he has served as President at Lacy Oil Corp., Managing Partner of Lacy Capital, LLC and Managing Partner of CATI Well Service, LLC. He served as the Midland City Councilman for District 4 from 2014-2019. In January 2016 he was appointed by Governor Abbott to serve on the Texas Aerospace and Aviation Advisory Committee. J.Ross currently serves on the University of Texas of the Permian Basin President’s Advisory Council, John Ben Shepperd Public Leadership Institute Advisory Council, UTPB College of Business Advisory Board and Natural Gas Society of the Permian Basin Board of Directors.
Asa Bishop
Asa Bishop is a Presidio high school student who truly exhibits the traits of a leader. As part of the first cohort of the Presidio Early College High School, he excelled inside and outside the classroom. He was ranked first in his class and is involved in many student organizations. He is the president of the National Honor Society, a member of the Student Council, involved in STEM competitions and the debate team. His list of accolades include 5th place in the State Algebra 2 competition, judges’ choice award for engineering design challenge, 2nd in state for robots, regionally 1st for pre-calculus (STEM), and 1st for anatomy and physiology (STEM). In addition, he has helped develop AVID mentoring within the school and has made PISD’s writing center a satellite extension of the UT Permian Basin writing center.

The Honorable Eva Guzman
Justice Eva Guzman has served at three levels of the Texas judiciary. in 2009 she was appointed to serve on the Supreme Court of Texas by Governor Rick Perry. She was elected to a full term in November 2010, when she became the first Hispanic woman elected to state-wide office in Texas. Justice Guzman is the Court’s liaison to the Commission on Judicial Conduct, the Texas Access to Justice Foundation and the Texas Access to Justice Commission, responsible for oversight and funding of the state’s legal-assistance programs for the poor. She also is Chair of the Supreme Court’s Permanent Judicial Commission for Children, Youth and Families.
Mr. Kirk Edwards
Kirk is President and CEO of Latigo Petroleum, LLC. In that leadership role, he manages, operates and exploits diverse oil and gas assets and surface lands with properties located throughout the United States and the Gulf Coast of Mexico. He also serves as the lead manager for: Las Colinas Energy Partners, Las Colinas Minerals, LP, MacLondon Energy, LP, Alexis Energy, LP, Noelle Land & Minerals LLC, and the various mineral estates of the Mayo Foundation for Medical Education and Research in Rochester, Minnesota. He was also a former Chairman of the Federal Reserve Ban k of Dallas’ El Paso Branch Board.
Enrique Lima
Enrique’s mother and father always believed we should have an active approach to life, whether they said it or showed it, he was inspired to involve himself in some activity. His career started with selling candy to classmates in junior high, and working summers at his dad’s plumbing company. After working several other jobs from flipping burgers to a bank teller, he was invited to work in the family business full time. He was involved in public relations, as well as the development and implementation of a cross-connection division. During his work at AAA Plumbers, he found himself with a new project, his dad and his partner bought a small safety company, and placed their two sons’ in charge of producing a profit. Diamond Safety is web-based business now and improving daily. Real estate always interested me and after a brief leave of absence to see the world, I returned to my destiny. He currently works with Ameristar Realtors, which has proved to be a great partner. His business is primarily residential with my commercial business growing.
Emma Gibney
Emma Gibney is an exemplary high school junior who has been influential through her involvement in her school and community. As an underclassman she was apart of varsity swim, varsity theatre, and Student Council, but over the last year has shifted her focus to Student Council and other organizations where she can better give back and serve others. As Student Body President, she has organized and led many school events including Mactown Miracles, which feeds 700 families during the holidays, the Backer rally, a community pep rally to continue the town’s school pride, and an awareness day for inner beauty inspired by Operation Beautiful. This last year she also directed the Anti-Bullying campaign video for her Peer Assistant and Leadership organization. Reaching out into the community, she goes off campus three times a week to spend time with her elementary school pal and middle school special needs pal through the Peer Assistant leadership Program. Lastly, this summer she spent 6 weeks abroad in France as an exchange student, to further expand her outlook and perspective on the world.

Mr. Bob Estrada
Mr. Estrada, an attorney at law, is Chairman of the Board of Estrada Hinojosa & Company, Inc., an investment banking firm he founded in 1990. He has served in The White House as a Special Assistant to former President George Bush and was a State Director for the late United States Senator John Tower. A native of Mexico City, Mexico, Mr. Estrada is a U. S. citizen who considers Brownsville, Texas, his hometown. He has spent most of his adult life in Austin and Dallas, but now resides in Fort Worth, Texas.
Wallace B. Jefferson
Wallace was appointed chief justice September 14, 2004, by Gov. Rick Perry. He was elected in November 2002 before becoming chief justice. His appointment as chief justice was confirmed unanimously by the Texas Senate on March 9, 2005. He was elected chief justice in 2006 and re-elected to a full term in 2008. As a partner in the appellate-specialty firm Crofts, Callaway & Jefferson, he successfully argued two cases before the United States Supreme Court. He is a graduate of the James Madison College at Michigan State University and the University of Texas School of Law.
Mayor Julian Castro
A San Antonio native, Mayor Julián Castro is the youngest mayor of a Top 50 American city. First elected on May 9, 2009, Mayor Castro was handily re-elected to a third term in 2013. Throughout his tenure, Mayor Castro has focused on attracting well-paying jobs in 21st century industries, positioning San Antonio to be a leader in the New Energy Economy and raising educational attainment across the spectrum.In late 2010, Time magazine placed him on its “40 under 40” list of rising stars in American politics.
Brian Feld
Brian Feld, a partner at Rosenthal Pauerstein Sandoloski Agather LLP, has been engaged in the practice of law since 2000. Mr. Feld has represented clients before the Texas legislature and Texas state agencies on a wide array of issues, including education, taxation, and environmental regulation. Brian was a member of Leadership San Antonio Class 34 and was recognized in Texas Monthly magazine as a “Rising Star” among Texas Lawyers in the field of Securities & Corporate Finance in 2009, 2010 and 2011. He was also recognized as a “Top 40 Under 40” business leader in 2009 by the San Antonio Business Journal and was recognized in 2008 and 2009 by Scene in SA Monthly as a “Rising Star” in the San Antonio Legal Community. He holds the degree of Juris Doctor, The University of Texas School of Law (Graduated with Honors; Order of the Coif), Bachelor of Arts, The University of Texas at Austin (Graduated with High Honors; Phi Beta Kappa; Elected Student Body Vice President), Member, Texas Lyceum Board of Directors (Vice President of Recruiting), and Executive Board Member, United Communities of San Antonio (Vice President, President-Elect, President)
Wesley Cole Smith
Wesley Cole Smith is the owner / operator of the North Abilene free-standing Chick-Fil-A restaurant. He is the recipient of the 2008 Abilene Biz 20 under 40 award and the 2008 Chick-Fil-A profit award. Wesley is very active in Leadership Abilene, having graduated from the program in 2008, serving as Chair in 2011 and continuing to serve on the Orientation Committee. He is a Board Director for the Abilene Chamber of Commerce and serves on its Government Affairs Committee. Wes is also a board member for Junior Achievement, Abilene ISD Project Graduation Committee, Abilene Convention and Visitors Bureau, and Abilene Wylie Education Foundation Scholarship Committee. He is the Chair of the Abilene Business Council and a board member of Goodwill Industries of West Texas. He is also a board member of the American Cancer Society and the West Texas Rehabilitation Hospital. A graduate of San Angelo State University, he resides in Abilene with his wife, Amber Lieber Smith, and his children, Daisy Joy Smith and Fletcher Cole Smith.
Michelle Ingle
Michelle Ingle is an extraordinary high school senior who has demonstrated leadership and community service that has greatly benefited Wichita Falls and everyone she comes in contact with. Michelle serves her community as an Aquatics Supervisor at the city’s waterpark and she has been a lifeguard for three years as well. She has also participated in her school’s Peer Assistant and Leadership organization where she mentored kindergarteners. She was a co-founder of CSS (Clothes, Shoes, and School Supplies) Foundation that has donated over 2,000 articles of clothing to the local homeless shelter. Serving as her school’s Student Council President, she has participated in the Special Olympics, Teens Make a Difference, and Fall Fest to raise money for St. Jude’s Hospital, the Children’s Homeless Shelter, and the Humane Society. Her recognitions include a “good citizen” award from the Daughters of the American Revolution for outstanding patriotism, leadership, dependability, and service to community. In summary, Michelle is the kind of student that John Ben Shepperd would consider as an exemplar for all – engaged, committed to community, and being a great servant leader.

Leticia Van de Putte
Senator Leticia Van de Putte, a pharmacist since 1980, represents a large portion of San Antonio and Bexar County. A former five term state representative, she has represented Texas Senate District 26 since 1999. From 2003 to 2011 she served as the Chair of the Texas Senate Democratic Caucus.
Leodoro Martinez, Jr.
Mr. Leodoro Martinez Jr. is the Director of the Middle Rio Grande Development Council, stewarding programs funded under federal, state, and regional mandates for the council of governments southwest Texas – including Maverick, Dimmit, Val Verde, Edwards, Real, Kinney, La Salle, Uvalde and Zavala counties along the Texas/Mexico border and representing over an area of more than 14,333 square miles. Mr. Martinez oversees regional workforce, economic development, emergency response, environmental quality, and aging service programs for the development council.

Greg Abbott
Attorney General Greg Abbott was reelected as the 50th Attorney General of Texas on November 2, 2010. Prior to his election as attorney general, Greg Abbott served as a Justice on the Texas Supreme Court and as a State District Judge in Harris County.
Chris Reed
Chris Reed was appointed City Manager for the City of Nassau Bay in August 2009. Chris has twenty years of experience in municipal government; as part of that tenure he served as the City Administrator for League City, Texas and is a Retired Assistant Police Chief. In 1993 he was awarded the Law Enforcement Purple Heart for being shot in the line of duty. Chris was a paratrooper in the U. S. Army and holds a Bachelor of Business Administration from LeTourneau University and a Master of Science degree from Sam Houston State University. He is a graduate of the 210th Session of the FBI National Law Enforcement Academy

Tom Craddick
Tom Craddick’s rise to the Speaker’s seat parallels the growth of the Republican Party in Texas. On January 11, 2003, he made state history when, subsequent to his 34-year tenure in the Texas House of Representatives, he became the first Republican Speaker—after helping gain the Republican Majority in the House—for the first time in more than 130 years.

Kent R. Hance
Admitted to practice in Texas and before the U.S. Supreme Court. Before becoming the third chancellor of the Texas Tech University System, Hance was a partner in Hance Scarborough Wright, an Austin and Dallas law firm. His firm”s primary focus was on state and federal administrative law, regulatory law and legislative law. In addition, he advised clients in oil, gas and other energy-related matters.
Barbara Ann Kazen
Barbara was born in Abilene, Texas on January 03, 1941, the eldest child of James and Virginia Lee Sanders, both now deceased. She attended Texas Christian University and then transferred to the University of Texas at Austin, where she met her future husband, George P. Kazen. They were married in Abilene on October 27, 1961. Her many awards include: Laredo Commission for Women “Hall of Fame”, LULAC #12 “Tejano Achiever”, Seven Flags Rotary Club Paul Harris Fellow, Catholic War Veterans, Memorial Post 1908 “Woman of the Year”, Laredo March of Dimes “Lady of the Year”, Outstanding Young Woman of America in 1973.
